The regulations of the Federal Skilled Worker Program change frequently but, in general, your application will be processed based on the regulations that are in effect on the date that you apply, even if they change after that date. However, the Canada Experience Class, Quebec Experience Class and Provincial Nominees programs have been established, all of which target temporary workers and foreign students.
